Ugh, that sucks. But it can also happen anywhere. I was driving home in upstate NY from Poughkeepsie train station this summer, got pulled over and had my car towed and tickets issued for no insurance, no registration, and speeding. Even though I did have insurance and my registration wasn't expired, I had to fight in court to prove it. Fucking cops.
